Delivering high-quality public sector buildings means looking beyond the construction itself. The facilities we help public sector organisations procure must respond to real community needs, provide long-term value and support the services people rely on.

Croes Atti 2 is a strong example of this in practice.

Completed in May 2025, the £18 million care home in Flint provides modern, purpose-built accommodation for older people, including specialist dementia care and assessment-to-discharge support. Delivered for Flintshire County Council through our Major Projects Framework, the development represents a significant investment in local care provision.

Replacing and expanding on an existing 31-bed care home, the new three-storey facility increases local capacity to 56 beds. It has been designed to support residents' individual needs while providing an environment that promotes dignity, comfort and independence.

Delivering Croes Atti 2 through our Major Projects Framework

Our Major Projects Framework provides public sector organisations with access to experienced construction partners through an established procurement route. For complex projects such as Croes Atti 2, this helps bring together the organisations, expertise and delivery planning needed to turn public investment into facilities that serve local communities.

Willmott Dixon delivered the project under a JCT 2016 Design and Build contract. The development also builds on an established working relationship between the contractor and Flintshire County Council, representing their third project together.

The project required extensive pre-construction planning, with a 60-week pre-construction period running from July 2022 to August 2023. This provided time for design development, procurement planning and coordination between the stakeholders involved.

A further priority was coordinating the requirements of Flintshire County Council, Betsi Cadwaladr University Health Board, the Welsh Government and the Regional Partnership Board. Their collaboration helped align the facility with the wider ambition to deliver integrated health and social care services.

By providing a route to an experienced construction partner, our Major Projects Framework supports public sector organisations in progressing complex developments with a focus on quality, collaboration and community outcomes.

A purpose-built care home for older people

Croes Atti 2 has been designed around the practical requirements of modern residential care, bringing together accommodation, specialist care environments and spaces to support health and social care services.

The 3,925m² building spans three storeys and includes:

  • 56 individual bedrooms, increasing residential care capacity in the Flint area.

  • Specialist dementia care facilities, designed to provide a secure and supportive environment.

  • Assessment-to-discharge support, helping connect assessment, rehabilitation and community-based care.

  • Accessible internal layouts, supporting residents with a range of mobility needs.

  • Secure outdoor spaces and landscaping, providing opportunities for outdoor activity and therapeutic use.

  • Purpose-designed care spaces, supporting the delivery of integrated health and social care services.

The design aims to balance the operational requirements of a modern care facility with the importance of creating a welcoming, residential environment. This is particularly important for older people who need specialist support while maintaining their dignity, independence and connections with family and community.

Supporting integrated health and social care

The development responds to the need for appropriate local care provision and better coordination between health and social care services.

Croes Atti 2 brings together residential care, specialist dementia provision and assessment-to-discharge support within one purpose-built facility. Health and social care services are delivered through collaboration between Betsi Cadwaladr University Health Board and Flintshire County Council's social services teams.

This integrated approach is intended to support people closer to home, including through assessment and rehabilitation services that can help facilitate hospital discharge and ongoing community care.

For local authorities and public sector organisations planning future care provision, the project demonstrates the importance of considering how a building will support services throughout its lifetime, not simply how it will be constructed.

Through our Major Projects Framework, we help public sector clients access construction expertise for developments that respond to the needs of their communities.

Sustainability built into the development

Public sector buildings need to support today's services while considering their long-term environmental impact.

Croes Atti 2 was designed with ambitious sustainability objectives, including a target of net zero carbon in operation, with carbon offset requirements, and BREEAM Excellent certification.

The project's environmental approach includes:

  • Energy-efficient building services designed around the needs of a modern care home.

  • Consideration of materials and responsible sourcing.

  • Waste minimisation and environmental management during construction.

  • Design measures addressing energy, water, materials and wider environmental performance.

These priorities support Flintshire County Council's environmental ambitions and the wider drive to reduce carbon emissions across public sector buildings in Wales.

For public sector clients planning major construction projects, early consideration of sustainability can help ensure environmental objectives are embedded in project planning and design.

Creating social value and opportunities for the local community

The benefits of public sector construction extend beyond the completed building. Projects can also create opportunities for local people, develop skills and support businesses within the regional supply chain.

During the delivery of Croes Atti 2, the project reported:

  • Six new direct employment opportunities created during construction.

  • 197 hours of education and careers initiatives delivered in local schools and colleges.

  • 83% of supply chain procurement placed with regional suppliers during the pre-construction period.

These activities helped connect the project with the local economy while providing opportunities for people to learn more about careers in construction.

The completed care home also represents a longer-term investment in Flintshire's care infrastructure. Increasing local capacity and providing modern facilities can help support the delivery of care services for older people within their own community.

This is the wider value we want public sector construction procurement to support: buildings that meet essential service needs while contributing to the places and communities around them.

A collaborative approach to public sector construction

Croes Atti 2 brought together a local authority, health and social care organisations, government funding bodies, design specialists and a construction partner to deliver a complex public sector development.

The project was funded through Flintshire County Council's capital programme, with more than £11 million in support from the Welsh Government's Integration and Rebalancing Capital Fund and Housing with Care Fund.

Its delivery highlights the importance of coordination between project stakeholders, particularly where a building must support specialist services and meet demanding operational requirements.

For Procurement Hub, projects like Croes Atti 2 demonstrate the role that a well-established construction framework can play in connecting public sector clients with experienced delivery partners.

Our Major Projects Framework supports projects across sectors including healthcare, education, housing and wider community infrastructure. It provides a route to market for public sector organisations seeking construction expertise for significant developments, with a focus on compliant procurement and long-term value.

Delivering better outcomes through our Major Projects Framework

Croes Atti 2 is an example of public sector investment being translated into a modern facility designed to meet local care needs.

The development expands residential care capacity in Flint, provides specialist accommodation for older people and supports closer integration between health and social care services. Alongside the building itself, the project has contributed employment, education and regional supply chain opportunities.

Through our Major Projects Framework, we help public sector organisations access experienced construction partners to deliver important facilities for their communities.
