Maximising Police Estates Through Refurbishment and Modernisation

Not every successful construction project starts with a blank piece of land.

Across the policing sector, many organisations are looking at how existing buildings can be adapted and improved to meet modern requirements while making the best use of public investment.

Refurbishment projects can often provide an opportunity to extend the life of existing assets, improve facilities for staff and create environments that better support operational needs.

Gloucestershire Constabulary's Training Centre is a strong example of how refurbishment can deliver long-term value. Delivered by Willmott Dixon through Procurement Hub's Major Projects Framework, the project transformed an existing office building into a dedicated learning and development facility for the force.

Making Better Use of Existing Assets

Police forces operate a diverse estate, with buildings serving a wide range of operational and support functions.

As requirements evolve, organisations are increasingly assessing how existing facilities can be adapted rather than automatically pursuing new build solutions.

Refurbishment can offer a practical way to modernise facilities while making use of existing infrastructure and reducing disruption associated with relocating services elsewhere.

For many organisations, it is about getting more value from assets they already own while creating spaces that are fit for the future.

Transforming a Former Office Building

The Gloucestershire Police Training Centre project involved the refurbishment of a 3,000-square-metre office building located on a former nuclear power station site.

The £5 million development transformed the building into a dedicated Police Learning and Development Centre designed to support training and professional development across the force.

The completed facility includes:

  • An IT suite

  • A lecture theatre

  • Modern classrooms

  • A fitness centre

  • External landscaping improvements

  • A new parade ground

Together, these facilities created a modern training environment designed to support both current and future learning requirements.

Creating Facilities That Support Learning and Development

Training plays a critical role in supporting policing services.

Providing staff with access to high-quality learning environments helps ensure organisations can continue developing skills, supporting professional growth and preparing teams for future challenges.

The Gloucestershire Training Centre was designed with this in mind, creating dedicated spaces that support a variety of learning and development activities within a single facility.

By bringing these functions together, the project delivered a purpose-built environment tailored to the needs of the force.

The Value of Refurbishment Projects

Refurbishment projects can deliver significant benefits beyond the completed building itself.

By adapting existing facilities, organisations may be able to reduce construction waste, make use of established infrastructure and minimise disruption compared with alternative approaches.

They can also provide an opportunity to improve energy performance, modernise layouts and create facilities that better reflect how teams work today.

For public sector organisations facing increasing demands on budgets and resources, refurbishment can be an effective way to balance investment with long-term value.

Delivering Social Value Alongside Construction

The Gloucestershire Training Centre project also generated wider benefits for the local community.

During delivery, five local people were employed on the project, including two individuals who had previously experienced long term unemployment. Careers events were supported across the region, helping provide insight into opportunities within the construction industry.

Students from Gloucester College were also invited to visit the site, giving them a better understanding of careers and pathways within the sector.

Alongside these initiatives, the project achieved:

  • £1.5 million of social value generated

  • 95% SME spend

  • 90% local spend within 40 miles

  • 100% waste diverted from landfill

These outcomes demonstrate how construction projects can create benefits that extend well beyond the completed facility.

Built Around Collaboration

Successful refurbishment projects require close collaboration between clients, designers and delivery teams.

Working within existing structures often presents unique challenges and opportunities that require careful planning from the earliest stages of a project.

The Gloucestershire Training Centre achieved a customer satisfaction score of 10 out of 10, reflecting the collaborative approach taken throughout delivery.

"It's the professionalism, dedication, commitment, efficiency and wanting to get it right that has impressed us about Willmott Dixon."

Vicki Heselton, Head of Estates and Support Services, Gloucestershire Constabulary

She also described the project as: "It’s been a real pleasure. There wasn’t anything that didn’t work well from start to finish, from design to handover."

Accessing Expertise Through MPF2

The Gloucestershire Training Centre was delivered through Procurement Hub's Major Projects Framework, bringing together specialist expertise to transform an existing building into a modern training facility.

Today, public sector organisations can access similar expertise through Procurement Hub's Major Projects Framework 2 (MPF2).

MPF2 provides a compliant route to market for major construction and infrastructure projects, supporting both new-build and refurbishment schemes across the public sector.

Whether improving training facilities, modernising existing buildings or delivering wider estate investment programmes, MPF2 helps organisations engage experienced delivery partners with confidence.

Looking Ahead

As organisations continue to review how their estates support operational requirements, refurbishment projects are likely to remain an important part of the conversation.

The Gloucestershire Training Centre demonstrates how existing assets can be transformed to create modern, functional facilities that support both people and services.

For police forces and wider blue light organisations, projects like this show that estate investment does not always require starting from scratch. Sometimes the greatest value comes from unlocking the potential of buildings that are already there.
