The £66.5m Monifieth Learning Campus in Angus demonstrates how modern construction procurement can generate meaningful environmental, economic and social value.
Delivered through the Procurement Hub Major Projects Framework 2, this landmark project is now complete providing a state-of-the-art, low-carbon educational setting for more than 1,200 pupils which plays a major role in Angus Council’s drive towards net zero.
Highly energy efficient design
Robertson, our appointed Major Projects Framework partner in Scotland, has expertly led the planning and construction of the new campus on the site of the existing Monifieth High School. Their experience in delivering progressive, low-carbon educational infrastructure has been instrumental in meeting Angus Council’s sustainability ambitions and the Learning Estate Investment Programme requirements.
The team optimised a passive design strategy, with Passivhaus principles driving every decision from materials to orientation and building services. Through a fabric-first construction method, coupled with triple glazing, heat recovery ventilation, air source heat pumps and solar panels, Robertson has ensured outstanding energy performance and comfort while targeting an exceptionally low annual usage of just 67 kWh/m².
Delivering more than a school
Monifieth Learning Campus will operate as a fully integrated community asset. The new estate includes modern learning spaces, early years provision, a theatre, dance and drama studios, and dedicated outdoor areas for pupils with additional support needs. A 25-metre pool, high-quality sports facilities and athletics provision to Sport Scotland standards will support both educational and wider community wellbeing objectives throughout the year.
Construction in tandem with existing facilities
The campus was constructed while the existing school remained fully operational. Close collaboration between Angus Council, Robertson and our framework support teams ensured stringent safety, logistics and traffic management measures were in place which prioritising pupil protection and minimising disruption to education.

Using the Procurement Hub Major Projects Framework 2 gave Angus Council direct access to an established and trusted delivery network. The framework ensured compliant procurement, transparent governance, and close performance monitoring from project inception to delivery, helping to secure sustainability outcomes and long-term value.
